SUMMARY
The Director of Procurement (DOP) oversees the activities of the purchasing and accounts payable departments. The DOP is responsible for developing, administering and communicating policies and procedures for purchasing of goods/services, payment processes, credit card program, contract management, and travel & entertainment.

RESPONSIBILITIES

  • Establish policies and procedures pertaining to all functional areas within procurement services, including but not limited to, purchasing of goods/services, payment processes, credit card program, contract management, and travel & entertainment. Identify opportunities for standardization of acquisitions, cost reduction and improvement of processes through periodic review of practices and procedures.



  • Manage the competitive bid processes for major contracts/services. Assist in development of specifications, solicitation of vendors, evaluation of proposals, and award/contracting process. Review and approval of all purchase requisitions and purchase orders.



  • Review, develop, and negotiate all contracts.



  • Collaborate with legal counsel, risk management representatives, and others as needed and make recommendations to senior management on business terms.



  • Manage commission based auxiliary contracts, including commission and meal plan reconciliation.



  • Manage the credit card program including program enhancements, daily administration, and monthly auditing.



  • Oversee the accounts payable staff and operation.



  • Establish policies and procedures consistent with industry best practices to ensure efficient and compliant payment to vendors.



  • Oversee and maintain the procurement functions of the Banner Finance system.



  • Supervises work of others, including planning, assigning, scheduling and reviewing work, ensuring quality standards. Is responsible for hiring, terminating, training and developing, reviewing performance and administering corrective action for staff or makes recommendations that are usually accepted. Plans organizational structure and job content.



  • Has this responsibility for two or more employees.





QUALIFICATIONS

  • Bachelor s degree (BA) or equivalent from four year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.



  • Master s degree (MA) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.



  • Preferred Work Experience: 5 8 years



  • Must have advanced analytical skills, process management skills and communication skills
