Seeking a Senior Contract Claims Analyst on a large, complex, high profile, rail/transit, design/build (DB) project in the Boston MA area the $1 billion Green Line Extension (GLX). The Senior Contract Claims Analyst will be part of the Program Manager support staff and will report directly to the GLX Deputy Program Manager for Project Controls. The GLX Project Controls group works with the GLX Construction group to support in the review and administration of DB construction contracts changes and budget control.

This individual will be responsible for reviewing complex claims, preparing or coordinating the preparation of estimates, change negotiation, merit determinations, documentation, preparation of records of negotiation, administration of allowances, developing and implementing procedures, assisting the MBTA in all aspects of the change order process, gathering input from the construction staff reviewers, and providing to day-to-day change management support activities to the Project Management staff overseeing the construction work. The Senior Contract Claims Analyst will also be involved with the pricing and validation of time extensions.


  • Evaluate and review of specifications, drawings, schedules, submittals, requests for information, and other contract documents.

  • Interpret and apply contracting principles, applicable laws, regulations, policies and procedures.

  • Prepare authorization letters for signature by the Project Manager, records of negotiation, and change orders.

  • Coordinate the preparation of cost estimates. Review them versus scopes of work.

  • Support negotiation of complex cost and schedule impacts resulting from contractor and MBTA initiated changes to the scope of work.

  • Monitor contract allowances and review documentation necessary for payments under allowances.

  • Provide review and analysis of DB Entity submitted claims for recommendation to MBTA.

  • Update procedures and change order process documents and assist with the implementation of the procedures and processes through field staff.

  • Participate in progress, schedule and other construction related meetings.

  • Assist the construction staff in administrating the changes and payment processes, including drafting of letters, memorandums and reports.

  • Utilize e-Builder to provide applicable steps within the GLX Change Order process, timing, documentation and communications between the DB Entity, and representatives from the MBTA who are involved in the change order process. And, obtain authorizations from the MBTA as required.

  • Mentor lower level staff and provide training to construction staff as necessary.

  • Maintain, support and promote a safe work environment and comply with pertinent safety rules, policies and procedures.

  • Other tasks as needed including, but not limited to, supporting delay analysis, merit determination, preparing presentations, and forensic document.

  • Produce well-written, concise reports and letters, with minimal revisions required.

  • Provide independent conclusions and recommendations.


  • Degree in engineering, construction management, Business or Public Administration or related discipline required

  • Minimum 7 years experience performing complex professional contract administration, or the equivalent combination of training, education and related work experience on similar

  • Experience with Capital Program public construction environments and alternative delivery methodologies are preferred

  • Excellent analytical, negotiation, problem solving, communication skills required.

  • Working knowledge of construction contract principles.

  • Working knowledge of critical path scheduling methodologies, including Primavera software

  • Advanced MS Office skills (Word, Excel, PowerPoint) required

  • e-Builder Construction Management software experience is a plus

  • Legal background is preferred

  • Must be able to coordinate a wide range of responsibilities, work productivity under time constraints and be able to interact effectively with a broad array of project participants

  • Excellent writing, communication and organization skills required.

  • Professional accreditation and membership of industry leading institutes or organizations preferred
